Green transformation of China's textile industry

At a recent international symposium on the permit system for emissions, the vice president of the Environmental Planning Institute of the Ministry of Environmental Protection, Wang Jinnan, revealed that the Ministry of Environmental Protection is carrying out the overall design of the reform of the pollutant discharge permit system. According to the requirements of “Ocean Ten Articles” and “Water Ten Articles”, in the scope of implementation, the discharge of pollutant discharge permits shall be carried out for large-scale point sources with solid emission monitoring for power, steel, paper, textile, and brewing. The type of material can be based on national and local key control indicators.


In response, Wang Xiaomi, Director of the General Department of the Department of Pollution Prevention and Control of the Ministry of Environmental Protection, said that the primary purpose of the permit is to improve the quality of the environment, and to reflect the corporate level, not only to control the total amount of major pollutants, but also to achieve quality. To improve and coordinate the management of multi-pollutants and achieve compliance with the standards for regional environmental quality.


“The textile printing and dyeing industry is a key industry for environmental protection, and in addition to the major task of reducing emissions of major pollutants, it must also be combined with other pollutants in the local environmental capacity to reduce emissions. These are all related to specific industries and enterprises in the future. Issues that need to be taken into account when licensing are issued, and it is hoped that enterprises and industries will respond well, said Wang Xiaomi.


Taking Keqiao District of Shaoxing City in Zhejiang Province as an example, the regional economy is dominated by the textile industry and has a complete industrial chain of PDA, chemical fiber, dyestuff, and clothing. There are currently 208 printing and dyeing enterprises above designated size, accounting for 47% of the total economic output of the region. The printing and dyeing industry has also brought environmental pressure to the local economy while discharging about 500,000 tons of wastewater every day.


“As a result of environmental capacity constraints, the total amount of pollution in Keqiao District is basically saturated. Starting from the “Twelfth Five-Year Plan”, the Keqiao District piloted the emission rights trading, and it was stipulated that all transactions should obtain a pollutant discharge permit before obtaining project approval. When accessing the project, when the amount of pollutants is added, the substitution must be reduced, and the light pollution and heavy pollution industries should be cut in different proportions, for example, the printing and dyeing industry is 1:1.4, and the other light polluting industries are 1:1.2.” According to Keqiao District Wang Wei, deputy director of the Environmental Protection Bureau, introduced that, as one of the pilot areas for the first permit of pollution discharge, Keqiao District has gradually explored a mode of environmental protection market through exploration in recent years.


According to him, this year's Keqiao District as a pilot, to further open the operation of sewage, printing and dyeing and other heavy polluting enterprises through their own energy-saving emission reduction can be the surplus of emission rights indicators through the government unified storage, unified rental, unified management mode of leasing Temporary leasing to small and micro enterprises that are allowed to retain but have not yet obtained a pollution permit. According to statistics, since the beginning of this year, there have been a total of 73 transactions in Keqiao District, involving a total of 6,600 tons of pollutants, which has solved the pollution of nearly 100 small and micro enterprises.


At the same time, the collateral that has been acquired by the company for discharge of dyeing rights can apply to the bank for short-term or medium- and long-term loans. Wang Hao told reporters that in the past five years, Keqiao District has accumulated a total of 415 pledged mortgages, with a mortgage amount of 6.5 billion yuan. With the continued increase in the emission index, mortgages can be used once again to realize the conversion of single-use mortgages to multiple mortgages.
